闲话加州节水
今天4月1号, 加州州长Jerry Brown 发布行政命要求加州居民全面限水, 减少用水25%, 之后个个城市跟进, 制订了各种形式的限制用水要求, 媒体到处都是节水,缺水有关的新闻和节目, 我们所在城市还到处贴告示, 告示标语写的很动听, 像"Every drop counts"(每滴水都重要), "It's Green to go Brown"(从绿色变棕色), 真有点像大陆搞群众运动迹象. 昨天加州水资源委员会又公布了新的法令, 以后新建住宅草坪面积不能超过景观面积的25%, 说是这样可以减少大量用水, 据说住宅用水有50%是用在了浇灌草坪.本人觉得这个规定就有点过了, 限制了人们在建住宅时的自由 .不管怎样, 节水措施越来越严, 会直接影响每个人的生活, 问题是这样能不能达到目的?
其实加州限水早就应该开始, 节水更应该是人们的生活习惯. 我记得20年前刚来加州的时候, 草地和高速公路两旁一天洒好多水, 而且水流的到处都是.住的街道两旁因为住家洒水过多经常成了小溪, 看着都心痛, 只是饱汉不知饿汉饥, 加上水费超便宜, 没有人会想到要节水. 不管怎样，节水什么时候都不晚. 只是现在加州70%以上水是用在农业上, 如果不限制农业用水, 只限制城市用水只是杯水车薪, 作用有限. 其实绿色植被和树对生态, 水土都是一种保护, 如果加州真成了Brown州, 也许除了Brown州长, 对其他加州人来说那才是一种比缺水更严重的灾害.
开源节流, 其实节流(节水)只是解决干旱的一方面, 开源其实更重要, 加州这三,四十年来，并没有建设多少水库等硬件设施, 如果储存的水多,干旱时也能解决不少问题, 另外科技的投入应该增加, 再生水循环, 海水再利用这些都可以帮助解决干旱. 人类在地球上生存了这么久, 除了靠天, 一定能通过自己的智慧让明天更好.
